ECI Referrals

To sign up for ECI or refer a family, contact the office closest to you. If you are not sure which office to call, contact any of the ECI locations.

You may also fill out the ECI Referral Form in English or Español and fax to 608-250-6637 or e-mail it to Info@RISEwisconsin.org

The Early Childhood Initiative (ECI) is a voluntary home visiting program in Madison and Dane County, WI. Those eligible for services must be pregnant or have a child under the age of 2. Families can remain in the program until child enters 4k.

ECI knows caregivers are the experts on their families, and supports them in working towards their goals. ECI supports caregivers with their goals for:

  • Learning about their baby’s health, behavior, and development
  • Finding strategies to feel good emotionally and physically
  • Building and strengthening important relationships, and opportunities to get to know other parents with young children
  • Finding a job or getting more education
  • Connecting to housing, child care, and community resources

Eligibility Criteria

Families must meet one item under both criteria below to qualify for ECI services.

Criteria 1:

    • Pregnant at the time of referral or
    • At least one child under age 2 in the home

Criteria 2:

Live in one of the following neighborhoods:

      • Allied Drive
      • Leopold Road
      • Northside Madison
      • Southwest Madison
      • Sun Prairie or Marshall, WI

ECI Locations

ECI currently has five offices in Dane County, WI. ECI offices are located within community neighborhoods so that services are easy to access, familiar, and responsive to the needs of families. Families must live in one of our service areas to participate in the ECI program.
